1.) the Virginia Tech shooter should not have been allowed to purchase the guns because he had recently spent time in a psychiatric hospital. Some states don't review health records in the background check process. National laws need to be in place across the board to prevent mentally unstable people--such as Cho--from buying and owning guns.

Other than that I think there is nothing wrong with people owning semi-automatic handguns. It is a very convenient gun for personal protection. It can fit in the glove compartment of a car, in a holster under your jacket or inside of a briefcase or a purse.
I agree with your first point that there needs to be a crossover of mental health information into the instant check program.
Your second point though is just lack of knowledge. A hollow point bullet is designed to use all of it's energy up inside the target which has 2 benifits
1. the target(person/animal) is receives a more powerful shock and trauma so he is less likely to be able to continue his attack
2. The bullet is more likely to stay inside the target which is just as important or more so depending on the situation because you don't want the bullet traveling through the targets body into someone else.
