Ok- so we had a plumbing issue in the bathroom and had to rip out some of our walls. After we put sheetrock back up, I would like to install white beadboard or wainscotting around the room, but I would really like the chair rail molding to have a slight surface to it (so place small decorative items). I've seen a gazillion pictures online, but I can't find any reasonable, SIMPLE ways to do this. Can you buy just a chair rail thats wide enough at top to do this, or am I going to have to buy a molding to meet the paneling, then add a piece of "shelving" type board, and then a qtr round or something else to cover that seam? From looking at the pictures, I can't figure out what kind of materials are being used. Here is a picture of what I'd like:

You can do this with a piece of 1x4 (or whatever width you want), and a correspondingly sized crown mold underneath to support the shelf. The crown mold will also hide the top of the beadboard.
