Do you think carrying a high powered scope seperate from a rifle would be better for tactical observation than binoculars? i wouldn't think so, but why not exactly? seem to be easier to stick in a jacket or just store, idk. but it'd be observing in woods or un-inhabited urban areas, so not like I need somethin clandestine. but thats not my point, i just want to know which is better and why.

As others have already mentioned, a "spotting scope" would be a better choice, as it offers higher magnification. But...even these have limitations, as you are having to view with only one eye - and this can lead to fatigue.
A standard rifle scope just won't do the trick. There is the matter of "eye relief", whereby you have to place your eye in exactly the right spot, a few inches from the scope. This is easy enough when resting your cheek on the stock of a rifle, but it becomes too difficult when holding the scope with your bare hands (even if you're resting your arms or elbows against a solid surface).
Also, remember that as you increase the magnification of a rifle scope, the image you are trying to see tends to "jump around more" on the other end. This is why I have personally gone toward fixed power scopes with less magnification - less user error when you have fewer choices and much easier to "hold zero" with a lower powered scope.
So, your choices are...small compact binoculars if you don't wish to carry a full sized pair of binoculars....or, a spotting scope on a solid tripod-style mount.
