I see a dust-like things in my betta's tank all the time. They're gray, fluffy looking, and settle on the bottom. I've had this problem in my previous tank as well. However, my family's goldfish tank is clear.
I tried changing the water and scrubbing the tank, but then I see a little bit the next morning, even before feeding. I tried adding dechlor, cleaning decorations, filter, heater, etc. The tank is five gallons housing one betta, with filter and heater, and the top is covered. It doesn't seem to be bothering my betta. Could it be fungus? Should I just make water changes twice a week, instead of once a week?

There's none of the stuff on his body, so I'm not exactly sure if it's fungus.
I don't have gravel. I try not to leave any leftover food in the tank.
The filter cartridge may have busted, it happened to me once.
